My parcel was stopped and handed over for customs inspection. Why was my parcel selected, and how can I avoid this in the future?

All international parcels may be inspected by customs upon arrival. Selection and customs clearance timeframe often depends on how accurately the sender completed the CN23 declaration—listing correct quantities, contents, and values, with nothing concealed and no prohibited items included. Prohibited goods lists are available on our website for each destination country.

Incomplete or careless declarations can lead to delays, required documentation, extra fees, or duties for the recipient. Try to avoid your parcel becoming a penalty for a recipient instead of being a joy.

Your parcel is currently being held by Ukrainian Customs because it does not meet the allowable criteria for content weight. The total weight of items in a parcel to Ukraine should not exceed 10 kilograms. Because it exceeds the limit (contains 14.5 kilograms of food), the parcel is considered “improperly declared” or containing restricted quantities, making it ineligible for standard delivery to you as a resident.

The parcel will be sent back to the relative in the United States. The sender will usually be required to pay for the return delivery. If the sender does not pay for the return or if the items are perishable, the package may be disposed of.

My husband persuaded me to put a few packs of cigarettes into the parcel to Belarus. We did not indicate cigarettes in the customs declaration. The parcel arrived at the postal customs post in Minsk, the recipient was not invited for inspection, but the release of the parcel to the territory of Belarus was not allowed by the customs officer. The recipient was told that the package was subject to return. What will happen to my package? What can be done in this case?

Cigarettes as well as alcoholic beverages, are prohibited goods for shipment in international mail. In this case, the parcel will be subject to disposal in the customs zone of one of the transit countries. Neither Russia, nor the European Union or the United States will allow the transit of a parcel with prohibited goods through their territory.
